Mysterious fitting

On the port side of the transom on my Sadler 26 there are six screws, in a rectangular formation, covered by little snap-shut plastic covers. Inside the transom there is a large ply pad held in place by nuts over the screws. I have no idea what this arrangement is for. Any suggestions?
 
Outboard bracket or windvane ? NM

I think AHS has the right answer. The dimensions are the same as my outboard bracket. I may be mistaken but I think the Sadler had an outboard option when new, perhaps it has had an inboard added at a later date.

The Sadler 26 had an outboard option , which I'm almost certain was on the port side. Your boat might originally have had an outboard and been converted to inboard at a later date.
