My new Rocna anchor seems a bit soft

I suspect you might have had a localised area of pure zinc and paint.

Sorry I don't frequent the MoBo section so did not realise your anchor was quite so large, I would not have suggested taking it off and carrying it down the sidedecks had I known - and I'm not sure that anyone is quite heavy enough to bend even the weakest shank of a 55kg anchor!

I'm not confirming that this is what they do but painting with spray aluminium paint is quite common, it makes the anchors look nice in the chandlers, people will not buy piebald anchors - even if it has no impact on performance (it simply shows that we are an emotive lot!).

I'd make a point of checking the alignnment of the anchor, shank to toe, anyway - no matter which design.

The finish on the anchor in the photographs looks very even.
Usually there is some variation in galvanizing. Some bits more shiny than others . But it all dulls eventually. As suggested there may be a paint on top of the galv - which will add protection but may be provided for cosmetic reasons.
It should be noted a scratch in the galv will not necessarily lead to rusting as the zinc each side if the scratch continues to protect the steel - exactly like the protection from an anode.
Eventually the galvanizing will erode and protection will be lost. The galvanizing may be some 85microns thick . Certainly not 1mm thick.
85 microns should be good for 30 odd years in a coastal environment.
