My friend wants a boat for the Thames

No tent boats. No sports boats....and if at all possible NO O***d****s :)
Whatever boat he settles for, suggest that he does not confine his search to the Thames.
Possibly likely to find a better boat within his budget outside the area. The Thames corridor is fairly recession proof compared to rest of UK so prices tend to hold up better. The £500 quid or so to get his boat back from elsewhere could easily be paid for buy buying away from the river.
Just an observation but the further you go North the cheaper stuff seems to get.

There are some bargain Princess 32's about too. Very like the RLM and excellent value. With keeping an eye on L.H.Jones website in St Ives. Some good deals without the Thames or Broads inflated prices.

If it was me of course it would be a nice Freeman 26 on twin diesels. BUT for your friend, despite them being predominantly petrol engined (get over it - they are so quiet and well mannered) the Freeman 23 makes a great starter boat..... buy a nice one and look after it and you will not loose money.
