I had the same problem on my previous boat a few years ago, albeit with wagtails rather than starlings. I made up lines to run from the mast to each quarter rail and fixed festoons of old video tape about 2 feet long at 2 foot intervals along each line. OK, it took a few minutes to take down and put up again before and after sailing, but it was 100% successful. I stopped putting them up after a month or so, and the birds didn't come back.
