moving the collar on oars

I recently bought some oars which a friend decided to fit the plastic collars. Unfortunately, he incorrectly placed them and I need to move them about 100 mm further along. To fit them in the first place you need to submerse them in hot water and slide them to position. However, I'm not sure that I can find a container deep enough to fir the handle end of the oar in so that the collar is submersed. And I wonder how much this will affect the wood of the oar. Simply pouring water over is not effective.

Any ideas?
