I also think it looks like an overhead valve engine. The front mudguard appears flared at the bottom. That and the small 'instrument dashboard' just visible in the top of the fuel tank reminds me of the 1936/37 or was it 1937/38? 'Empire Star'. (M32 I think) The Empire Star went on to lap Brooklands at 100 mph and won the coverted Gold Star award and appeared the following year with an ally barrel and bearing the name The Gold Star.
The Empire Star remained in production in it's 'cooking pot' guise with the iron barrel but was renamed the Silver Star.
The Empire Star in it's pre- 'Goldie' incarnation only existed for 2 yrs as prior to 1936 or 37 it had exposed valve gear. As with many of the singles you could specify a number of different exhausts including high or low level and I believe you could even order a twin port head with an exhaust down each side.
