Nicho posed an interesting question to me last night when I read his post about novices on hire boats getting themselves into all sorts problems at locks and berthing.
If compulsary training does come into being sometime in the future will 15 mins' tuition by the hire firm qualify for a temp' RYA 14 day licence and will the time holidaying afloat count towards 'time at sea' to help qualify as a YM?
Also will ten years worth of holidays afloat make you somehow "qualified" by default?
Just thought I'd ask!

For your first point I would suggest you look at the French example - highly regulated boating except when it gets int eh way of local economics..ie I can't currently use my boat on their inland waterways without a CEVNI endorsement to my qualifications but I could go and hire a strange craft without any problem at all!
Your other points are I believe already covered in the RYA logs - ie hours are hours
