more tamd41a heat exchanger questions

When the end cap is removed there's three veins with a rubber gasket strip to seal against the end cap, there's one long one which goes from top to bottom across the whole diameter (12.30), the shorter one comes out from the centre to the diameter,(at 9 O'clock) ie half the length and at 90 degrees to the main one. This shorter one has broken off and I suspect has a lot to do with the excess steam coming from my exhaust. Is there a glue that will fix this back in place? Or is a more serious fix required?
