more 2stroke 2.5hp problems

the carb float bowl level seems to be ok whilst in the wheelie bin testing but when out on the water it keeps overflowing and of course wont start.

when im home later i will dig out the sheets on carb stuff and reset float height but is this the only thing it can be as the needle thing above the bowl that stops the fuel flow seems fine or shall i replace anyway.
We had similar problems with a Mercury 2.2 - the float valve looked OK but occasionally fuel would overflow, and the motor would run erratically sometimes or refuse to start. Replacing the float needle and seat fixed it, together with dropping the needle one notch to get it running leaner.
 
ive managed to get it running well now. its still very lumpy but it does run pretty well but ive decided to sell it now its running ok as ive just bought a very very clean 3.5hp tohatsu 2 stroke and it runs so so much better.
