Model boats - collision rules

Saw a guy sailing his radio controlled model yacht in the harbour today. What is the standing of a model boat under IRPCS? Presumably it is a sailing vessel and is under command (whilst in radio range). Can I run it down if it gets in my way?
 
If you manage to get between it and it's commander and thereby interrupt radio communications, then it becomes inoperable and therefore not under command. However, you will almost certainly be bigger than it, so ...................
 
Just sail between it & the controller & pick it up out of the water to "rescue" it. By the time the fat controller has realised what has happened you could be miles away. You can also try kidnapping it with your own controller & a selection of frequency crystals. Get the right crystal (he should have a coloured ribbon on his controller aerial) and you will be able to take over control if you are quite a bit closer to it as your signal will be stronger & flood his out.
