we use a huawei usb modem model e220 on a 3.5g network running at 7.2mbs on an ancient toshi laptop running XP pro with 2GB of ram. The headset is the cheapest maplin mono offering - £4.99.
skype is very clear and call clarity is as good as the land line in the flat, but more reliable! skype calls cost much less but the 3.5g connection is expensive out here - the vodaphone offering in the UK costs less per month and is well worth a look - but ask about roaming this can be expensive for 3.5g. We use ours in Saudi Arabia and there is no blocking of Skype here - yet. . . I am going to try to send a fax with it using BVRP capture fax, it should work; if so its a very versatile system.
I plan to use the new version (not in the UK yet) of the "ASUS Eee Pc" on the boat, perfect for communications afloat. no moving parts, save the hinge and keys (no spining hard drive its all solid state) and very small for easy stowage and its wifi enabled, supplied loaded with linux and open office. The linux operating system has the drivers for the E220 usb modem. For me its better solution than a PDA, those things are remarkable devices but just too small for an old guy with fat fingers and beer bottle bottom glasses to use (eee pc screen size is 7" and it has a reasonable sized keyboard).
There is a downside swmbo wants a pink one . . . .
