It does. I use it - with a phone as a modem tethered to a PC. 30p max per day.

Only in the UK - £5/Mb when roaming.

Edit: I've also used it with the SIM in a Huawei dongle. It's the same. the network can't tell AFAICS.

That's what we've got, I use it all the time as we live aboard. However, they don't offer that tariff to new customers anymore - it was a bit of a sneaky one when it was around anyway, as it was supposed to be for their MiFi thing, but you could get them to connect you to it SIM-only.

Yes they (3) do still do the monthly tariff of 5GB for £15 for new customers. It was never for the MiFi, as it was around well before that. It's on their website, and in their shops
 
Vodafone

The Vodafone dongles I have used have always been very reliable. They current do a Pay as You Go dongle which is £15 and comes with 3GB of usage included after that the cost is £15 for 3 GB of usage.

The good thing is I believe these dongles can also be used as wireless adapters and can be configured to connect to a wireless network first if one is avaiable.
