Teak decks are usually screwed from the topside down and plugged, screwed from the underside up from inside the boat or bonded to a substrate in the original build.
If the plugs are missing and the screwheads are flush with the teak or if the screw points are showing . . . . . run away,!
You don't need these problems, plenty will come along without looking for trouble.
