Very weird very fast flashing lights to mark nets. Dont know regs but at least i wouldnt sail near anything like that.

I think if you're close enough to worry about the actual net lights, the fishermen might already have been shining some unambiguous lights?

That’s making an assumption that the nets have a fisherman anywhere near them. Practice in the Med is to launch nets, leave for a few hours and then recover them. Boat goes off to find a quiet spot for a snooze before returning at first light to pick them up.
