Metal boat blackened hull - tar and European travel

I'm about to buy a 45 year old boat that has blackened tar hull.

Is it likely that there's any damage under the tar?
I heard some EU countries banned tar (Germany) - can I travel through at all?
How to remove and what am I supposed to do with the hull?
