to inform me that my present residency status is dependent on my status as a citizen of a member state of the EU. I have to re-apply for Permanent Residence card as a citizen of a third country. Should be no problem for me I hope, but those of you with residence granted before 31 Dec 2020 may have to re-apply also. I had residence before Sweden joined the EU but i still have to fill in a form on line.

I should have realised this myself. I have until September 2021 to fill in the forms. Because of Covid I can do it on line.

Think you will find this is fairly common knowledge.

I understand that some countries including Spain are well advanced in issuing this new biometric residency permit that is compatible with the Schengen Database, once it is up and running.

In Portugal Brits with Portuguese residency are obliged to register with immigration (SEF) who then issue an interim on line document with a QR code confirming that individual’s status for the purposes of travel. It is understood individuals will be invited to visit SEF or their local town-hall (camara) to be issued with their biometric residency permit.

AFAIK we just have to swap our existing cards for biometric, not re-apply for residence as in OP's post.

I think that is also the case for me as well. After almost suffering a heart attack on the amount of documented submissions to accompany the residence application i get to the last line which says "if you already have permanent residence you do not need any of the above, just a copy of your passport or ID card" can I sue them for stress. Why could they not have put that at the top of the form. Fortunitely I was just having a quick (but anxious) read through it. The Permanent residence card is also valid beyond september 2021. BUT if I had the under 5 year temporary residence card the whole application plus submissions would need to be submitted. It seems the tax office was correct and I just need to apply for the new card with a fee and a copy of my passport.

Edit for clarity
