Mercury tilt and trim

I have a tilt and trim off an old mercury which i took apart to sand and repaint, the motor is working but the ram from the cyclinder isnt moving. I cant see anythinh to pump the fluid inside the housing, any ideas?

It seems you are missing a major part , the base which contains the valves and hydraulic pump

The pump is the aluminium housing inside the reservoir in the pics. If the motor runs and you have filled the oil to the level plug it should work, you may need to run it backwards and forwards a few times to get any air out.
 
Yes bleeding any air out after refilling can take a while. Have you tried manually pushing up & down with the bypass valve opened, to bleed out air?
