Meaning of OFF.NO. ?

Can anyone tell me what the following signifies please? It is carved on a wooden board just inside the cabin entrance of my recently purchased Ballerina II ?
OFF.NO. 342640 R.T. 2 47/100 . The last bit is 47 over 100

The Boat has been part 1 registered.... this is the official registration plaque.... OFF NO... Official Number. xxxxx

RT.. Registered Tonnage. 2 and 47/100 tons.....
 
As Cliff says. Followed by the registered tonnage (nearly two and a half!) That's a figure based on the below decks volume. Not to be confused with displacement.

The boat must have at sometime have been "Part one" registered..
