Yes, when the mast's down it's really easy to feed cable from one end to the other. You may have to mouse it by attaching string to an existing wire at the base, pulling that back through the mast to the head, attaching a new cable to both and pulling them both back down the mast with the string. If you did the above, you wouldn't need any more cable anyway.

I've found an old length of rigging wire with cable attached can be pushed along a horizontal mast quite easily.
 
I agree with everything except your solution which seems very cumbersome compared to a couple of bright solar lights at pushpit and pulpit which will switch themselves on and off, and cost peanuts.

Each to their own, the solar lights are certainly better than a masthead thing. Not sure what's meant to be cumbersome about plugging in the foredeck light though.

Installing the socket was a bit of a pain, but only because I wanted to also use it for a high-power dinghy inflator so had to run 10mm2 cable.

My concern with that would be whether it's passing over or under the various halyards etc, and whether the cable ends up chafing against one when it's all swung into place vertically.
