mariner 90hp 1999 not starting

As the title suggests my 1999 mariner 90hp (3 cylinder) outboard motor is not starting,i was out on the water and she was running an absolute dream then went to take my mate kneee boarding and she wouldnt start, the starter is turing the crank fine.First thing i done was change the plugs i then checked for a spark and to me seems kind of weak and is intermiting.I traced out most of the wiring and all seem well accept from the rectangular shaped black "thing" which sits tight to the cdi which has a white,black and green wire coming out one side and a blue coming out the other(what is this)????It seems that something may have blown inside as the "rubbery sort of stuff has cracked"The engine is not even trying to start and is getting fuel to the carbs.Im totaly confused please help!!!!

please help.i think what i described as the "rectangular black thing" is a regulator which connects to the stator.To me the regulator is broken but if this has happend would this mess up the stator?Can i test the stator any way to see if its fine?If so how?And apparently mariner dont do the regulator part on its own, you have to buy the stator aswel???
 
Couple of suggestions:-

1) get the workshop manual for the engine and see what troubleshooting information that has - it might well help you identify the problem before buying new parts. Maybe someone knows where you can download it, otherwise you can buy them on ebay.

2) Try an aftermarket part supplier rather than a Mercury OEM supplier as they may well have the regulator on its own - still not going to be cheap though.

Thanks mate, iv now bought a manual from ebay and a guy on ebay has the stator and im waiting on his reply to see if he has regulator aswel(its shown in pic)If so does 150 seem a fair price.Im not really caring at the min, just want to be back out on the water.
