Mariner 4 Stroke carb(?) leaking

we've been having some trouble with our Mariner 2.5hp 4 stroke ever since my friend stored it the wrong way up. I gave it a good clean, took the spark plug out and pulled it over many times to get rid of any oil. It does run ok now but it leaks petrol from behind the carb or maybe from the small rubber hoses behind.

Could this be a stuck float? Is it an easy clean-out job? Was thinking of taking the carb off and having a look but the exploded diagrams are not all that clear...

anyone had a similar problem?

It could be a stuck float. But also, modern petrol with its ethanol based additives just eats rubber - so if the fuel pipe were saturated in fuel I wouldn't dismiss the possibility that it has failed.
