So down the boat today ,and the vinyl under the screen is covered in all sticky shit what is this and how do you stop it .
 
uh-oh. That sounds like it's been cleaned with some harsh chemical and this is the precursor to it drying out and cracking. I may be wrong but with your penchant for over cleaning the first question one should ask in diagnosis is what have you been cleaning it with?

The dashboard on our Princess V45 went all sticky - apparently it is a 'known' issue (well outside of warranty of course!) and I believe all V45 and V42 of similar era were affected that had this kind of 'soft touch' dashboard moulding. In our case at least, not aware it is to do with any particularly 'harsh' cleaning regime, more that there is some slow chemical breakdown of the material over time no doubt helped along with heat/sun (our boat is in the med) and the general marine environment. This yellow/brown 'glue' seems to ooze out of the surface and the whole dash ends up covered with it which then attracts any dirt, dust and fluff going. Really horrid. Only way to truly fix it is to apparently remove everything from the dashboard, lift it out of the boat, sand it down and do a respray job....about 8-10k apparently!!! So, having bought many cans of 'Sticky-Stuff Remover' (that really is the name) and suitable plastic scrapers we have been having a go at gently getting rid of the sticky layer and the results are not bad actually (biggest issue are all the little nooks/crannies around the GPS etc). Planning to put some vinyl conditioner/sealer on it once finished, and if we can ever get back to Spain to finish the job :-(

See that Roy! That's what you have to look forward to. No wood or vinyl tapestry on the Mighty Formula. It's all grp. Wash n Wax n Go. Red wine stain? No problem. Wash n Wax n Go. Kids n sweets. No problem. Wash n Wax n Go. This is the problem with having a boat built like your mistress's apartment. There is no .... No problem. Wash n Wax n Go. Just high maintenance costs.

There are a few things you could try but take care on an hidden corner first.
meths
petrol on a rag
acetone - very carefully, on a rag wipe it on/off quick, don't rub and clean with water immediately.
toluene - hammerite thinners.- very very careful as above.

could be same/similar effect. Cleaning the gelcoat with a solvent will probably stop it - I have had that. Took a couple of goes on several hot days over a few years but it stopped. Sometimes it's a reaction from cleaning products. Vinyls and other plastics can be buggers for leaching out the plasticisers that keep the material flexible.
We had a problem at work with polyurethane V drive belts - every now and then we would get a batch that went sticky. Small changes in manufacturing processes leave too much plasticiser close to the surface - over time it comes to the top.
It's not terminal just annoying. Go easy with the solvents though, you dont want to damage the soft vinyls.
Gelcoat is pretty resistant to petrol, but it doesn't like toluene or acetone-go easy.
