You can get all charts for the whole of the UK and Ireland coast for £50 - e.g., from Memory Map. I don't know the terms under which the UKHO licences the charts to companies who produce such derivative products, but if Memory Map can do it at that price then I imagine most of the costs of very expensive products go to the company not the UKHO.

I'd be interested to know who did pay for them...?

The taxpayer pays for the charts used be the government and other users pay for their own, the combined sum covers the total costs.
