The manual governor on my Bukh DV 24 is stiff and the Morse control, therefore, needs quite a bit of effort to move. I feel that it is excessive so I need to diagnose. I wanted to know if anyone has experienced a similar issue and or have any idea on what the possible causes are and how I may be able to fix...or is this normal?
 
Yes, the cables run freely without any resistance when disconnected. The lever has excessive resistance though.

It might be just some friction where the lever shaft runs through the casting. I would try to get a spray of WD40 in beside the lever and work it to and fro to see if the frees it off. If it improves a little, I would use a proper aerosol lithium grease for a more permanent fix.
