Nothing to do with flood relief - That's the River Thames Scheme which they also agreed to support. The Waterway scheme is a recreational and amenity project.

So you are saying opening up the flood channels that run through Maidenhead will have no effect on the Thames.

There will be a single weir and lock just southeast of the town centre but Its really quite small and I would think any effect will be almost insignificant.
The Jubilee River now provides the flood relief for Maidenhead and Windsor.
