I was dreaming of a bypass to Bray lock until I found the following in the technical specifications bit of the plan: "It is unlikely that it would ever be feasible to cater for full size river cruisers due to the headroom restrictions under many bridges." They are looking at two options, a route big enough for narrow boats up to 60ft or restricted to small boats such as canoes etc. I shall leave others to make pithy comments on the plan.
