Isn't it curious that it's always the other guy who is the bad driver.
As for the US, passing on either side is permitted and I think it is not illegal in the UK - just not good "Hwy code" - but in general US drivers are the most inattentive on the planet. They always seem to be paying attention to something other than driving, such as eating (of course), phoning, reading, looking at oneself in the rearview mirror (men & women), putting on makeup, picking up something from the floor etc etc. They don't use the inside lane because traffic entering the interstates never stops, regardless of what is bearing down on it. But there's little road rage because you never know who has a gun.
