It's bizarre but the Environment Agency often prohibits water abstraction licenses, even if the rivers are flowing high. Excess winter flow is what half of the EA say farmers are meant to use to fill reservoirs, rather than abstract from boreholes, whilst the other half refuse permission to do so. (East Anglian boy here)I was curious so looked it up, and many of our reservoirs are still only at 80%. You couldn't make it up, how hard can it be to pump water from rivers when they're flooding?
