Obviously depends on wind direction but Ilfracombe offers shelter in Westerlies inner harbour dries though in common with most BC harbours. On the other side Milford Haven is a natural choice for shelter in any wind direction but it can be nasty outside .

Lots of choices as you progress up the channel but beyond the scope of a quick answer on here.

I reckon a N-NE gale is about the only direction when you'd have nowhere to run and hide, apart from the Rattles just round the corner.
