Lucas fuel filter - or is it?

Have just dismantled (for the first time) what appears to be a Lucas CAV type fuel filter on our Hunter Pilot. Unfortunately, there doesn't seem to be any filter element at all, with the fuel simply entering and leaving the bowl. It has a metal bowl with a separate collar/spacer about 4cm high on top, the two parts are then held onto the head by the usual central bolt.

I can't see that there's any room for a filter, as there is very little clearance under the assembly.

The thought has struck me that it could simply be acting as a water separator. Is this likely, or is there some specific (small)filter that would fit?

The top has Lucas KSS stamped on it if that means anything to anyone.

I've seen one (got one). It's a separator. You can convert it into a true filter separator with a longer bolt or fit a glass bowl so you can see the water/crud
 
Someone more knowledgeable may comment, but this sounds like a water separator. Although you have not mentioned it, inside the collar you describe there should be an aluminium piece shaped like a lampshade. I had the same confusion first time I took mine apart, as I expected to find a filter in it!
