Lower bearing housing

Hi was wondering if anyone could help me, I’m trying to get my lower bearing housing out of my 1968 Johnston v4, I have tried pullers , chains and penetrating oil, and heat, and still not budging . Need it out to change all oil seals .
Any help appreciated

Might be worth asking on a fishing forum, a lot of fishing boats use outboards.
