Loud whistle

Ok someone posted another kettle thread. One issue is the volume of the whistle. So has anyone made a loud whistle, and what factors would make the whistle louder. The goal here is for it to be heard from the helm, on most sailing boats that's in the cockpit with the kettle on in the galley below deck.

So, how loud does the whistle have to be?
Is it possible to make a kettle whistle that's loud enough?

Theory is all very well, a quick google reveals that why kettles whistle has stumped physicists until recently. But does this new information help us sailors to make a whistle that's loud?
 
Many loud whistles have a 'pea' but kettle whistles AFAIK do not. Is addition of a 'pea' a possible way to go, or do conditions in a kettle spout make it unsuitable?
 
I was more wondering if the hole size, length of whistle, internal size would affect the loudness. I.e., is a bigger whistle louder?
