problem where best to get new passport I,m in spain on boat do I apply from England as wife still there or is there any other way, I do have photo copy.
lost at sea! passport,credit cards etc !!!

My suggestion would be to telephone the British Consulate, I believe the nearest is actually Madrid, and ask for their advice.

It would be a lot cheaper to apply from UK. You have the benefit of your wife being there. However, a lost passport means lots of extra woes. Don't ask!!
Fill in the form, attach all the necessaries, send to your wife to get your photo & the form signed by someone who has known you....etc.
It may well be worth calling the passport office, they are quite amenable, explaining the situation. Costs for applying while abroad £167 +/-. Against £ 70 odd from UK.

It happened to me (not in the sea, I left my briefcase on a train in Paris!).
I went to the police office at the airport and got a piece of paper from them that certified I'd reported it lost, got a new ticket from Air France, flew to LHR showed piece of paper to immigration man, went home.
This was before Shengen and before electronic tickets, but it might still work for you.
Alternatively, as Samantha says, go to the nearest consulate, apply for a new passport there, and wait (depends how long you're staying in Spain for). I'm not sure why it should cost you more than in UK; my last two passports have been issued by the consulate here in Rome.
Incidentally, I got my briefcase back complete with passport, ticket and money that was in it.

If you go to the nearest consulate they can issue you with an emergency travel document, which costs almost as much as a new passport. If you wife puts them in funds, they can advance you cash, too.

Maybe it's changed now. The UK.Gov website doesn't mention travelling on a missing passport police report, but does give the following info:
