I reckon he's nicking the Swan's nest, the Welsh used them as boats before they invented the coracockle.

Actually he is a local German gentleman and just before this pic was taken believe it or not, he had just paddled across part of Lough Derg on that thing. In the distance it looked like he was standing on water, or a situation from a monty phyton movie.
