Logging in to Belgian Pleasure Craft Decraration

This link gives the form for visiting Belgium ( I want to go to Ostend)
To fill in the squares one has to first login. There is a link at the top of the form
However, whilst there are a number of options I cannot see one that is available to me, being in the UK.
I have tried just filling it in without any login; as a test, emailing it to myself. When I do this the data thus entered does not transmit.
So how do I fill in the form? Can anyone please advise.
I know that there are issues with the UK e-1331 one; I can do that using my home computer, before I leave & when I get home. But i do not want hassle when i get to Ostend when i arrive & when I leave.
Can anyone please guide me through the process. Preferably using an Apple Ipad

Looks like you have to either have an electronic identification card or, if you don't have one (and we don't as we are not Belgian) then you have to go to the Registration office in Belgium Identification without eID | Help Centre and then access government services.
Which isn't very helpful.

But that is for autofill.

It should be capable of being filled manually, click the declaration and then submitted? but sounds like you tried that.

As far as I can tell, you do not need an e-ID to fill in the form, just fill in the appropriate boxes, but that is probably what you tried.
I had no problems filling in the form (using autofill as I am a Belgian citizen) when I sailed to Ramsgate a couple of weeks ago, but I did fail to complete it when I returned a few days later. I finally took my iPad to the police office in the marina in Nieuwpoort and explained the problem. The officer took screenshots of what I had filled in and told me I was ok. I haven’t heard from them since. He also told me that the system did not always work as it should.
So I wouldn’t worry too much, just sail across and report to the maritime police. I can’t believe they wouldn’t sort you out.

It seems that a version of the form has a bug & one cannot make it work. It keeps telling me that the person entering the details does not match the crew list. After a frustrating 90 mins continuously re filling in the details I looked on Google & tried another version of the form. Success I filled it in & submitted it in 10 mins
I later received email confirming receipt. Following day I received permission to enter Schengen zone and a copy of my form
When I got to Ostend I went to the office .. R which is building no 5 at the rail/bus station. Left hand end. It was closed but I rang the border force number on the door & a chap came within 5 mins. He let me in and took passport for stamping. It all worked ok in the end and quite si.mple.
