Surely that's only going to work if a wheelchair user is sneaking aboard? Any able bodied person would just step thro' the open inner door - at least that would be my normal response, why would I need to risk opening the big door?

You would need to open the outer door in order to access the inner door. This being the meaning of "inner" and "outer".
