You have to take into account the Medway staff includes two lock keepers and the rest are navigation officers, who are in the waterways function. They carry out tasks like desilting, tree clearance, mowing, pressure washing etc, also responsible for operations of sluices and water level management. A lot of these tasks on the Thames are carried out by the operations delivery function which is a separate function so not included in the navigation staff number.
