My tentative understanding is that it implies the builder used Lloyd's approved quality control (and was in Germany). Others more knowledgeable will hopefully be along to confirm or otherwise.

It’s not the the individual vessel but the company building it that is assessed by Lloyd’s as having met their standards in terms of design, quality control, workforce training and the like. As I understand it, there’s a monitoring process that revisits the certification at intervals but nothing in terms of inspecting individual boats.

Yup that sounds about right. Standards of work etc rather than individual hulls.
