Liveaboards at Wallingford

Here we go again. . . several boats have taken up residence at Wallingford. I wonder how long before SOXON take umbrage.

The EA recently issued an operational update at the end of September which includes this (emboldening by me):
Environment Agency Moorings Enforcement
We are preparing the 22 sites for the new moorings enforcement scheme using civil procedures to be managed under contract with NSL Ltd. New signage, stating the clear terms and conditions for mooring at each site, is being received, and we aim to complete their installation at a total of 16 of the 22 sites by the end of the month: East Street Oxford, Hurst Park, Walton Towpath, Walton, Gridley and Miskins, Weybridge Towpath, Desborough Island, Egham, Marlow, Goring, Wargarve (Lashbrook Moorings) Eynsham, Abingdon, Sonning, Bovney, Lechlade, Kingston Wharf. The remaining sites will be completed very soon after. We are taking the opportunity to review 5 of the original proposed sites in favour of greater regulation of other sites in the lower part of the river, for example at Stevens Eyot and the land between Molesey & Sunbury Locks. We will work with our media teams to revise our public briefing notes & FAQ sheets, so boaters are aware of the changes to those sites, including preparation of any press releases.
Wallingford is not mentioned but it may be one of the remaining sites. I know the moorings by the swimming pool were a joint venture between the EA and South Oxon but I don't know which is responsible for managing them,

Easy Tiger. Don't forget that Wallingford C.C. Do or did charge for boats to spend the winter there. You lot are a bit quick to critise anybody who lives slightly outside what you consider to be the norm. Get over it

If paying tax, a river licence and mooring fees is the norm, then count me in. What's the alternative?

and not discharging sewage, and not cutting down trees for firewood, and not turning the towpath into a scrapyard, and not....

(to be clear I'm not asserting that the boats at Wallingford do this, but a number of illegal liveaboards most certainly do some or all of that as their own "norm")
 
Following information gleaned this morning:
Wallingford Town Council (town side moorings) do permit long term winter mooring but boat owner must give written undertaking that boat will not be used residentially and are advised that they must make their own arrangements for rubbish disposal etc.
The opposite side of the river is managed by South Oxfordshire District Council (not an EA 24 hour mooring and not listed on the list of EA Short Stay mornings on the EA website).
I am told this morning that there are no boats moored town side but there are some on the SODC side.

I have absolutely no quarrel with boats moored either side if they are paying dues such as rent, licence etc. I am concerned that they do not discharge into the river and/or leave rubbish.
