livaboard in Plymouth

I've seen Nick Skeates anchored off Cawsand or Jennicliffe - he dinghies ashore for supplies. But assume you need pontoon. I saw an obvious liveaboard in QAB a few years ago - washing hung up and music blaring. Most marinas won't bother you provided you don't do similar incl rawcous kids and dog loose on pontoons
 
Not too long ago I spent a winter on a swinging mooring up the River Tamar at Weir Quay. (mooring from Weir Quay Boatyard) You'll need a decent dinghy to get ashore obviously, the river runs hard at times. A short pleasant walk into Bere Alston will get you a quick train ride into Plymouth. That was oil lamps and wood burner though, so it may not suit, but it is beautiful up there..:)
 
IIRC The Tamar is one of the few places in the UK where you can anchor FOC.
Not saying this is an answer but you could anchor free whilst you find out.

Anchorages at Barn Pool , Jennycliffe Bay , Dandy Hole etc.

but not to leave your boat over the turn of the tide !
