I'd be surprised if it wasn't! If you think about it any insurer would be mad not to make this a term and condition of giving insurance as otherwise - it exposes them to a potentially greater loss and the only solution would be to increase premiums. That same condition is on my car insurance and house insurance too.
I see no reason why the documentation would name the insurance company, but I'm not a lawyer and doubly I am not a US lawyer (although I could ask my cousin, who is!)
However it may well be the case that if you are a multi-millionaire with a multimillion dollar boat and the law does not require you to have insurance, you may decide to self insure.
