Looks suspiciously like it's into the sump, does the dipstick length suggest it is? More to the point, is there oil in the engine? Oil evacuation pump mounting? There are manuals in PDF downloadable.

Pretty sure that is the oil filler pipe which is a tube with an elbow at the bottom that bolts onto the crankcase and a cap at the top.

I thought this highlighted in blue was the oil cap and filler ???

If you ring Sleeman and Hawken and describe this, or even send a picture, I can assure you they will know.

I would have said it was for a sump drain fitting because it is so low in the sump and the oil dip-stick is the ring(side view) above your red circle and you are right it is the oil filler cap.
