Unfortunately 6th July last year I was overseas on business. Just returned from a couple of nights on board, and saw a quad copter over the marina late this afternoon. Was this you?

I think people floating around in 5 tonne of plastic battle rams, some with no qualifications or insurance at all, might be more worthwhile worrying about. Oh isn't that us?

Quad copters have not shown themselves to be serious risk yet. The media has jumped on some cases because it is deemed news worthy. If someone suddenly invented a bicycle tomorrow then people would be up in arms about people flying down roads on an unbalanced piece of metal and asking "These videos worry me, do you have to be insured to ride these bicycles"
