Lines running through quarterberth

I saw that in the early 80s when looking at boats. I can't remember the model, one might have been a Tomahawk 25 or similar. No visible sign of a fastening or lock in the cockpit, just a matter of releasing a line from inside the boat. It would be my best guess and worth looking at the underside of the cockpit locker lids to see if you can find any trace of an old fixing point.

I remembered the idea from one of Dick Everitt's 'Boat Owner's Sketch Books' given with PBO - lots of interesting tips.
 
I had the same setup in my old boat - as others suggested (locking device).

In my current boat, I installed some similar-looking lines to hang things from, in the lockers. Even buckets, etc, so I do not have to dive to get them.
