Ebay is your friend here. Search for SOLAS reflective tape and you'll find any number of folks offering the stuff.

I used some of that (or similar) tape and it's very directional, light has to be withing a few degrees of 90 for it to reflect. The stuff they're using on jackets seems to reflect better at lower levels of light and more oblique angles, not found it as self adhesive though.

If you are looking for an unlit lifebuoy at night at any significant distance you WANT the tape to reflect very directionally back to you and your torch/spotlight. The less directional stuff is less bright, though at wider angles.

If it's on a curved surface such as a danbuoy it isn't as much of a problem as when flat mounted. No sure about the other stuff being less bright, it's amazing how reflective safety clothing shows up with very little light.
