Life raft by courier?

I've been asked if I would send a life raft I'm selling by courier.
1) Any issues re weight (about 36kg) or the compressed air cylinder?
2) how should I pack it, just stick a label on the outside or wrap in cardboard?
 
I had a new 2.9M inflatable supposedly delivered to me by DHL courier. When it did not turn up tracking showed it had been 10 days in a local-ish depot. Went there and found it sat in a corner with "too heavy" scrawled on it.

A liferaft is class 9 hazardous goods (due to the cylinder, pyros, lithium batteries etc.). By law you are supposed to notify the carrier of this fact, the package would need correct labelling and a trem-card might also need to be completed.
