Licensing requirements

Got my boat licensed today.

I still have some 12 gauge flares for a Flare launcher. Manufactured 2002 and expiry date of 2018.
What is the best way to dispose of them?

Here is the list that my boat had to have.

So night a red flare doesn’t work?
