Came across this orphan comment in a report. Can anyone add any further detail?

"Rules for boat licenses have changed this year. Licenses are required for each boat used on Environment Agency waters. This includes the River Medway, Royal Military Canal and River Thames. Environment Agency water bailiffs will be actively checking boats for licenses this year."
