Don't think there is any vat involved, its not a taxable fee.

My source is pretty reliable.
The licence is not subject to VAT as far as I know.

I don't know if your source knew before my source or my source knew before your source or if they were both in the same place at the same time but the 3.3% is consistent.

MDL have confirmed no price increase for 2010 - less 5% if paid in full by 31st January(?) and VAT at 15% if paid by 31st December.

I thought it was less 5% if paid by 31st January?

31st March is when the fee is actually due (your berthing contract runs from 1st April), so I doubt there would be a discount for paying on time!

As I understand it if you pay for a years licence its only valid for the rest of that year even though you have paid a years fee. So yes you can buy a licence on the 31st Dec but you will have to buy another one on the 1st Jan.
