Lewmar Steering Break not working

I think I have a Lewmar wheel steering system and the break that used to lock the wheel tight is now pretty ineffective even when wound up fairly tight.

Where do I start in trying to make this work?

The brake spinner simply butts up against a slug that wears after time. The most common (and effective) fix is to put a wooden dowel in the hole and just spin up against that.

I have the same problem and my brake spinner lacks 5 mm so it doesn't reach the part that should be pressed to enable braking. Isn't there a chance that wood parts enter the steering system, affecting the steering qualities when putting a wooden dowel in the shaft?
 
San francisco trolley buses use wooden blocks to grab the cable that pull them around and wooden brake blocks, so its just a matter of finding the right wood or maybe some form of plastic ?
